The International Righteous Union (IRU) is dedicated to empowering citizens, promoting transparency, and advancing sustainable development for Jamaica.
We are presenting a comprehensive proposal for a modernized governance system designed to strengthen Jamaica’s political, economic, and social infrastructure. This model integrates citizen prosperity programs, dual executive leadership, industrial and banking incentives, anti-corruption measures, and full cultural representation, including the 550 Rastas branch. It also introduces robust local governance, youth programs, education and healthcare improvements, and long-term national stability initiatives.
This proposal reflects the aspirations of the people of Jamaica and aims to attract investment, diaspora engagement, and sustainable development while safeguarding transparency and accountability. We are submitting this to all 63 Members of Parliament as well as to overseas governments, to ensure awareness and encourage collaboration on the implementation of this vision.

Executive Summary
The Jamaica 550 Plan is a comprehensive governance, economic, and citizen empowerment program designed to:
1. Guarantee prosperity for every Jamaican through land and capital.

This plan is forward-looking, financially structured, and culturally grounded, combining global best practices from Switzerland, Singapore, France, California, and the Caribbean.
1. GOVERNMENT STRUCTURE
A. Executive Branch – Caribbean President
• Directly elected by citizens, not party-controlled.
• Powers: National leadership, security, foreign affairs, law approval/veto, ministerial appointments, and development oversight.
• Protections: Two-term limit, impeachment for corruption, annual financial disclosure, cannot be a sitting MP.
• Purpose: Prevent one-man rule while maintaining strong, accountable leadership.
B. Prime Minister – Administrative Leader
• Optional role focusing solely on day-to-day ministry operations.
• Appointed by Parliament, confirmed by President.
• Can be removed by vote of no-confidence.
• Purpose: Dual executive provides operational stability similar to France’s system.
C. Legislative Branch – New Parliament
• House of Representatives: Elected by constituencies; makes laws; can override presidential veto; can recall PM.
• Senate: 50% elected, 50% non-partisan experts; confirms judges, ministers, and ambassadors; blocks unconstitutional/corrupt laws.
D. Judicial Branch – Independent Courts
• Judges nominated by President, approved by Senate.
• Fixed 12–15 year terms; cannot be removed except for misconduct.
• Constitutional Court to hear rights cases and strike unconstitutional laws.
E. Anti-Corruption Authority (IACA)
• Full arrest and subpoena power, independent from politics.
• Overseen by a 7-member civilian board (church, youth, diaspora, business, education, legal, human rights).
• Mandatory transparency: public financial disclosure, campaign finance oversight, whistleblower protection, asset seizure for corruption.
F. Citizen & Cultural Inclusion
• 2–4 Senate seats reserved for youth under 30.
• 550 Rastas Branch: national representation for Rastafarians across parishes.
• National referendums and recall elections empower citizens directly.
2. ECONOMIC & INDUSTRIAL FRAMEWORK
A. Citizen Prosperity Program
• Every Jamaican receives:
